Exchange 2013 Alots of spam

Hi everybody,

we have Exchange server 2013 and users get a lots of spam in the last time.

I have SCLQuarantineThreshold is 5 but when I look at the "spam mail" property there is:X-MS-Exchange-Organization-SCL: 0 or 1

I don't know what I can more do it.
